Minimum Wages in West Bengal July 2020-W.e.f July to December 2020
Labour Department, Government of West Bengal has fixed the West Bengal Minimum Wages for July 2020 to December 2020 for the employees of different sectors across West Bengal vide Circular dated 25.06.2020.
The Minimum Wages in West Bengal is fixed twice every year effective from January to June and July to December. This year also, the Labour department has fixed the West Bengal Minimum Wages for July 2020 for the different class of employees vide Circular dated 25.06.2020.

The Labour department has published the Minimum Wages West Bengal for 93 scheduled employments w.e.f July 2020 to December 2020 in their website below.
In this post, I will share information only on the 7 most important sectors out of the total 93 scheduled types of employments shared by the govt. of West Bengal.
- 1. West Bengal Minimum Wages July 2020 for – Security Services,
- 2. West Bengal Minimum Wages July 2020 for – Manufacturing Sectors/ Factories;
- 3. West Bengal Minimum Wages July 2020 for – Construction & Maintenance of roads or Buildings;
- 4. West Bengal Minimum Wages July 2020 for – Hotels & Restaurants including Boarding & Eating Houses containing less than 20 workers;
- 5. West Bengal Minimum Wages July 2020 for – Bought Tea Leaf Factories;
- 6. West Bengal Minimum Wages July 2020 for Co-operative Societies;

1. West Bengal Minimum Wages July 2020- Security Services
Vide Circular No-97 Dated 25.062.2020, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal for Security Services from 1st July 2020 to 31st December 2020.
Security Services Minimum Wages in West Bengal effective from July 2020 to December 2020 is given as below:

The classification of employees has been done as follows:
- Unskilled workers- Security Guard, Watchman, Darwan;
- Semi-Skilled workers- Unskilled Supervisor;
- Skilled workers- Gunman, Guard with firearms, Field Supervisor, Marketing personnel, Clerk, Accountant, Cashier.
Areas under Zone A: (i)Areas notified under Kolkata Metropolitan Development Authority (KMDA), (ii)Asansol Municipal Corporation, (iii)Durgapur Municipal Corporation, (iv)Siliguri Municipal Corporation, (v)Digha-Shankarpur Development Authority, (vi)Thermal Power plant areas including Township areas,
(vii)All the Municipal areas under different Districts, (viii) All the Sub-divisions in the District of Howrah, Hoogly, Burdwan and 24 Parganas(N)(excluding Barasat and Bashirhat), (ix)Alipur Sub-Division and Baruipur Sub-division in the District Of 24 Parganas(S),
(x)Midnapore Sadar Sub-Division and Kharagpur Sub-division in the District Of West Midnapore, (xi)Siliguri Sub-division in the District Of Darjeeling, (xii)Bankura Sub-division and Bisnupur Sub-division in the District Of Bankura, and (xiii)Raghunathpur Sub-division in the District of Purulia.
Areas under Zone B: Rest of the West Bengal.
The following points have been considered while deciding the above rates:
- To arrive at daily rates monthly rates shall have to be divided by 26 and to be rounded off to the nearest rupee and to arrive at weekly rates monthly rates shall have to be multiplied by 6;
- A normal working day shall consist of eight and half hours of work including an interval for half-an-hour for rest;
- One day in any period of seven days may suit the local convenience shall be the day of weekly rest;
- The minimum rates of wages include the wages for a weekly day of rest. Payment for work done on the day of weekly rest and work done beyond the normal working hours shall be double the ordinary rates of wages;
- Where the existing rates of wages of any employee based on contract or agreement or otherwise are higher than the rates notified herein, the higher rates shall be protected and treated as minimum rates of wages applicable for the purpose this notification to such employees;
- The minimum rates of wages are applicable to employees employed by the contractors also;
- The minimum rates of wages for disabled persons shall be the same as payable to the workers of the appropriate category;
- The men and women employees shall get the same rates of wages for the same work or work of a similar nature;
- The minimum rates of wages and the Variable Dearness Allowance, if any, both together shall constitute the minimum rates of wages to be enforceable under The Minimum Wages Act, 1948 (11 of 1948).
2. West Bengal Minimum Wages July 2020- Manufacturing Sectors/ Factories
Vide Circular No-41 Dated 25.06.2020, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal for Manufacturing Sectors/ Factories from 1st July 2020 to 31st December 2020.
Manufacturing Sectors Minimum Wages in West Bengal effective from July 2020 to December 2020 is given as below:

Vide Circular No-79 Dated 25.06.2020, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal for Construction & Maintenance of roads or Buildings from 1st July 2020 to 31st December 2020.

Vide Circular No-55 Dated 25.06.2020, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal for Hotels & Restaurants including Boarding & Eating Houses, Canteens, Clubs, Guest Houses from 1st July 2020 to 31st December 2020.

Vide Circular No-49/702 Dated 25.06.2020, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal for Consumer Co-operative Societies, Primary Agricultural Co-operative Societies, Marketing Societies from 1st July 2020 to 31st December 2020.

The classification of employees has been done as follows:
- Unskilled Workers- Coolie of all type such as coolie for loading, unloading, stacking, marking, boiling, bagging, unpacking, weighing, drying paddy, sewing, Haller-Coolie, Chatal Coolie, Peon, Bearer, Darwan and other similar workers;
- Semi-Skilled Workers– Hushman, Khalasi and other similar workers;
- Skilled Workers– Mistry, Mechanic, Fitter, Tindal or Engine Driver Machineman or Hallerman, Fireman, Biler attendant and similar other workers;
- Highly Skilled Workers- Sardars, Sardarnies, Accountant, Supervisor, Cashier and other similar workers.
The following points have been considered while deciding the above rates:
- There will be only one rate of minimum wages applicable to the whole of the West Bengal
- To arrive at daily rates monthly rates shall have to be divided by 26 and to be rounded off to the nearest rupee and to arrive at weekly rates monthly rates shall have to be multiplied by 6;
- A normal working day shall consist of eight and half hours of work including an interval for half-an-hour for rest;
- One day in any period of seven days may suit the local convenience shall be the day of weekly rest;
