Minimum Wages in West BengalJuly 2021: The Labour Department, Govt. of West Bengal has fixed the Minimum Wages in West Bengal 2021 for the different class of employees vide Circular dated 30.06.2021. The Labour department has published the Minimum Wages in West Bengal for 78 scheduled employments effective from July 2021 to December 2021.
The West Bengal Labour Department fixes the Minimum Wages in West Bengal for various class of employments twice every year effective from January to June and July to December.
In this post, I will discuss 6 most important Employments’ Minimum Wages in West Bengal from July 2021 to December 2021.
1.Minimum Wages in West Bengal from July 2021 to December 2021: Security Services
Vide Circular No-66/Stat/2RW/76/266/LCS/JLCDated 30.06.2021, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal 2021 for Security Services from 1st July 2021 to 31stDecember 2021.
Now, let’s see the monthly and daily minimum wages rates applicable from 1st July 2021 to 31stDecember 2021:
Skilled workers- Gunman, Guard with firearms, Field Supervisor, Marketing personnel, Clerk, Accountant, Cashier.
Areas under Zone A: (i)Areas notified under Kolkata Metropolitan Development Authority (KMDA), (ii)Asansol Municipal Corporation, (iii)Durgapur Municipal Corporation, (iv)Siliguri Municipal Corporation, (v)Digha-Shankarpur Development Authority, (vi)Thermal Power plant areas including Township areas,
(vii)All the Municipal areas under different Districts, (viii)All the Sub-divisions in the District of Howrah, Hoogly, Burdwan and 24 Parganas(N)(excluding Barasat and Bashirhat), (ix)Alipur Sub-Division and Baruipur Sub-division in the District Of 24 Parganas(S),
(x)Midnapore Sadar Sub-Division and Kharagpur Sub-division in the District Of West Midnapore, (xi)Siliguri Sub-division in the District Of Darjeeling, (xii)Bankura Sub-division and Bisnupur Sub-division in the District Of Bankura, and (xiii)Raghunathpur Sub-division in the District of Purulia.
Areas under Zone B: Rest of the West Bengal.
The following points have been considered while deciding the above rates:
To arrive at daily rates monthly rates shall have to be divided by 26 and to be rounded off to the nearest rupee and to arrive at weekly rates monthly rates shall have to be multiplied by 6;
A normal working day shall consist of eight and half hours of work including an interval for half-an-hour for rest;
One day in any period of seven days may suit the local convenience shall be the day of weekly rest;
The minimum rates of wages include the wages for a weekly day of rest. Payment for work done on the day of weekly rest and work done beyond the normal working hours shall be double the ordinary rates of wages;
Where the existing rates of wages of any employee based on contract or agreement or otherwise are higher than the rates notified herein, the higher rates shall be protected and treated as minimum rates of wages applicable for the purpose this notification to such employees;
The minimum rates of wages are applicable to employees employed by the contractors also;
The minimum rates of wages for disabled persons shall be the same as payable to the workers of the appropriate category;
The men and women employees shall get the same rates of wages for the same work or work of a similar nature;
The minimum rates of wages and the Variable Dearness Allowance, if any, both together shall constitute the minimum rates of wages to be enforceable under The Minimum Wages Act, 1948 (11 of 1948).
2.Minimum Wages in West Bengal from July 2021 to December 2021:Manufacturing Sectors/ Factories
Vide Circular No–11/721/Stat/2RW/47/2016/LCS/JLCDated 30.06.2021, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal for Manufacturing Sectors/ Factories from 1st July 2021 to 31stDecember 2021.
Now, let’s see the monthly and daily minimum wages rates applicable from 1st July 2021 to 31stDecember 2021.
Areas under Zone A: Areas notified under Municipal Corporations, Municipalities, Notified Areas/ Authorities, Development Authorities, (vi)Thermal Power plant areas including Industrial Township areas.
Areas under Zone B: Rest of the West Bengal.

Vide Circular No-25/700/Stat/2RW/26/2016/LCS/JLCDated 30.06.2021, the Labour Department, Government of West Bengal has fixed the minimum wages in West Bengal for Hotels & Restaurants including Boarding, Eating Houses, Canteens, Clubs and Guesthouses from 1st July 2021 to 31stDecember 2021 .

Unskilled workers- Waiter, Washmen, Peon, Uyility Worker, Helper,Sweeper/Cleaner and Canteen Boy and Security Guard;
Semi-Skilled workers– Helper of Technician Service,Waiter Grade-I,Steward, Assistant Supervisor;
Skilled workers– Senior Cook, Chief Cashier,Accountant, Bar Tender,Assistant Manager,
Highly Skilled workers-Manager, Chief Executive.
